(1) Fire and explosion prevention measures for oil storage tanks and storage tank areas shall comply with the provisions of GB50183 and GB50074. Low-multiple air foam fire extinguishing systems shall comply with the provisions of GB50151.
(2) The storage tank area shall be kept clean and tidy, and there shall be no hay, oil stains, or combustibles in the fire dike.
(3) The drainage system in the storage tank area shall be equipped with a water seal well; a valve shall be installed on the drainage pipe outside the fire dike; when the oil tank is drained, a dedicated person shall be in charge to promptly remove the residual oil in the water seal well.
(4) Non-explosion-proof electrical equipment and high-voltage overhead lines shall not be installed in the storage tank area.
(5) Fire dikes shall be set up in the storage tank area in accordance with regulations, and the fire dikes shall be kept intact.
(6) There shall be no oil stains or water accumulation on the top of the oil storage tank. Insulation measures shall be taken for the oil inlet and outlet pipelines and valves of the oil storage tank.
(7) The light holes, gauge hole covers, and gaskets on the top of the oil storage tank shall be kept intact, and the hole covers shall be tightly covered. The oil measuring port should be equipped with a spark-proof metal gasket.
(8) The breather valve and hydraulic safety valve base on the oil storage tank should be equipped with a flame arrester. The flame arrester should be checked at least once every quarter.
(9) The oil inlet and outlet pipelines of the oil storage tank should be equipped with a flexible hose compensator.
(10) The steel oil storage tank body should be equipped with a lightning protection and anti-static grounding device, and its grounding resistance should not be greater than 10Ω. At least one grounding point should be set every 30m along the bottom of the tank, and a single tank should not be grounded at less than two points.
(11) The lightning protection and anti-static grounding device should be fully inspected every spring, and the test grounding resistance value should meet the requirements.
(12) The floating boat of the floating roof tank and the tank wall should be connected by two soft copper wires with a cross-sectional area of not less than 25mm2.
(13) The oil tank filling volume should be operated within the safe tank position.
(14) When the condensate oil level is higher than the heating coil, it should be heated with a steam riser first, and then heated with a steam coil after the condensate oil is melted.
(15) Do not wear synthetic clothing or shoes with nails on tanks. Do not turn on or off non-explosion-proof flashlights on the top of the tank.
(16) Fire and tank cleaning operations on oil pipelines in the tank area should comply with industry regulations.
(17) If an oil tank catches fire, report it immediately and stop all operations on the burning tank. Organize fire extinguishing and activate the emergency plan in a timely manner.
